Only new concern is with scam artists posing as contractors
offering repair services to distract residents while others burglarize the
property. III. Whole Foods is looking elsewhere A. May have pulled out of prospective lease arrangement in development at HWD and Garfield. Questions about design and neighborhood concerns surrounding environmental and community impacts were to be answered in EIR. B. Bond development may proceed with other projects on same parcel. May build residential units “by-right”; may pursue other tenant for a commercial development. C.
Now may be a good time to propose an alternative vision for the
development. How would an alternative vision be presented by the group? To
be determined. IV. CRA Redevelopment on Hollywood Blvd – Guest Speaker John McCoy A. RFP for HWD & WSTN: RFP issued last spring yielded 4 proposals, Community input process and CRA review produced one proposal split between two developers. (St Francis & friends, KOR) B. Some changes to each section prompted a request for updated proposal with better estimates on the details. Selection team met again to request a pro forma proposal. Pro forma proposal has been slow in coming. Conclusion to that step may be forthcoming. Design review and other steps will follow. C. Pocket park at HWD & St Francis was going to be funded by increment from Whole Foods but now must be rethought. Original thought was to close St. Andrews to allow for the park. D. Inclusion of the WF lot in the RFP would require a lengthy process for eminent domain or an agreeable offer to purchase the property. May or may not be possible. Hard to say at this early stage. E. Parking in each proposal has been a primary cost of production concern for the developers. That may inform designs on the WF lot for parking. (estimated cost $21-30k per space for parking construction) F.
Part of the objective of RFP is to facilitate the use of existing
developments by providing accessible parking for patrons. A shuttle
program is being considered by CPAB to provide commuter access to
nightclubs. Hollywood transportation plan is being developed. ETA TBD.
Suggestion that the transportation plan consider a similar shuttle
service. V. Parks, Plazas, and Woonerf’s – What the heck is a Woonerf? (Street of living) A. Richard Mc Noughton 1. SNAP ordinance includes reference to Woonerfs, which are master plans for neighborhoods or parts of neighborhoods that address many community needs. 2. Making a Park a Reality - Guest Speakers from The LA Neighborhood Land Trust: Tsilah Burman, Executive Director and Rafael Pizarro, Dir. of Community Relations A. L.A. Neighborhood Land Trust was created by the city to produce parks and gardens in under-greened communities where commercial development hasn’t given adequate consideration to quality of life. B. Can use city-owned property or can campaign to raise funds for purchase of privately owned property. Property is community maintained but held in trust by the Neighborhood Land Trust. C. Mostly engaged in policy-oriented activity to promote general concept. Less-involved in advocating for specific projects. May be helpful as a coalition partner to offer support for a community initiated project. D. Some options for WF lot sale by Bond: Sell below market to NPO, or donation for write-off. Both ways get them PR and get the neighborhood a good deal. E. Some elements for a successful park. 1. Active mgmt & programming; passive parks don’t work well because they attract drugs, etc. Community must be involved in the process 2. community ownership/mgmt vs. city ownership/mgmt 3.
1/4 mi walking radius is ideal VII. MTA Buses on Garfield – Can we expect to say “bye bye” to half of them? A. MTA plans will remove half of bus traffic from Garfield B.
Letters of support are needed from residents to help MTA move
closer to completion of the planned changes VIII.
