Eastwood Coalition Me eting Report

July 1, 2003

Purpose of the meeting: To gather input from neighbors about areas that need attention in the neighborhood.

K.C. Schmidt chaired the meeting with Fran Reichenbach recording the comments coming from the neighbors. There were many new faces and we thank each one for attending and for their participation. We look forward to seeing everyone again next month – Tuesday, August 5, 2003 at 6PM – Seventh Day Adventist Church of Hollywood.

Issue number 1: Trash dumped on streets.

Issue number 2: Parking

Issue number 3: Illegal vendors

Issue number 1: Trash dumped on streets.

Stacy Glazer said that she and her neighbors know who is doing the majority of the dumping. They have placed signs in several languages saying “Please Don’t Dump Your Trash”. They want to see if the “shame tactic” will be affective. Specifically she is complaining about trash in small grocery bags. Stacy filed a complaint with Street Services but hasn’t gotten a response but she did get a service request number and is following up. The major offender is outside the parking lot on Garfield near Hollywood as well as in front of the bungalows next door. (Michelle suggested that Stacy contact LaBonge’s office with the case number and ask them to follow up.)

Katherine Etzel suggested that the neighbors organize a clean up. She also suggested that we make a request of more than one organization like Clean & Green so that cleaning is taking place all the time.

Councilman LaBonge’s deputy, Michelle Fleenor took the Clean & Green manager (Sylvan) around the streets in the neighborhood so that he could include the area in their program and basically become more familiar with it.

Someone suggested getting signs and flyers made in several languages as a public service instructing people not to litter. Missy suggested going to Freetranslate.com to get the translations done.

Michelle says that Daniel Brummer handles all Housing and Bldg and Safety related matters – go to him regarding this. Stacy will call Daniel and write to him about the property (bungalows) asking that they look at it after public service announcements (signs) and routine clean ups from Clean & Green have taken place for a while.

Fran will get the Operation Clean Sweep information to Stacy who will identify problem areas in the neighborhood so that Clean & Green can come and do their work.

Issue number 2: Parking

People seem to want a solution to this on-going problem. They want permit parking and/or a parking structure or two in the area. A study is required to find out if either are feasible.

Regarding a parking structure: Michelle can submit a request to DOT but she doesn’t think that it will happen for a long time because of the money situation.

She suggested that we consider approaching a private developer regarding any vacant lots to make it a lot for the city. If vacant lots could be converted to parking structures, that would solve a whole lot of problems.

Permit parking is an option that we should explore.

Issue number 3: Illegal vendors

Stacy also mentioned illegal vendors and how she was working with Rory Fitzpatrick to address the problem but nothing came of it. The people are just over it and still hear the horns honking in the morning.

Kevin suggested that a person actually approach the offender. Stacy says that there are violent crimes in the neighborhood and approaching a person wouldn’t be a good idea. These violent acts come out of parking spaces and road rage,  etc.

Fran will e-mail Stacy with the Senior Lead Officer’s information to explore noise abatement. She will also talk with Jordan from Q-topia to see if we can borrow his sound meter to record the level of noise in the morning.

Additional note: Michelle submitted the following area as low to moderate census tract for sidewalk repair: from Bronson to Western & Hollywood to Franklin. However, the budget has been cut and even resurfacing is being cut back as resources are being spread all over the council district. She doesn’t expect much street resurfacing to happen for us any time soon.

Merchant’s Committee: Russell Brown is making an effort to organize the merchants on Hollywood Blvd. He invited neighbors to participate with him in this endeavor.
